Chapter I

Definition & Goals

Article (1): Establishment

The “Arab Proprietors’ Union for Industry & Trade” is established under the Arab Economic Unity Council (League of Arab States) as a unifying entity for the private sector.

Article (2): Headquarters

The Federation’s headquarters shall be in the State of .......... Branches or representative offices may be established by a Board decision.

Article (3): Goals
  • Strengthen economic, trade and industrial cooperation among Arab countries.
  • Represent Arab employers and defend their interests before Arab & international bodies.
  • Encourage joint Arab investments and mega projects.
  • Support digital transformation, technology and entrepreneurship.
  • Develop infrastructure in construction, energy and transport.
  • Boost intra-Arab trade and facilitate access to global markets.
  • Provide training, consulting and economic studies to members.
  • Organize Arab & international economic conferences and exhibitions.
  • Work on amicable settlement and arbitration for economic disputes among members.

Membership

Article (4): Categories
  • Individual Membership — (USD 5,000).
  • National Company Membership — (USD 25,000).
  • International Company Membership — (USD 50,000).
  • Silver Membership — (USD 50,000).
  • Gold Membership — (USD 75,000).
  • Platinum Membership — (USD 100,000).
  • Honorary Membership — granted by Board decision.
Article (5): Conditions
  • Submit an official application with required documents.
  • Commitment to the Federation’s goals & bylaws.
  • Payment of membership fees.
Article (6): Members’ Rights
  • Participation in Federation activities and conferences.
  • Access to studies, reports and services.
  • Priority in training programs and exhibitions.
  • Right to vote and stand for election according to category.
Article (7): Members’ Duties
  • Abide by the Constitution and internal bylaws.
  • Pay subscriptions and fees.
  • Positive participation in Federation activities.

Organizational Structure

Article (8): Organs
General Assembly

Supreme authority composed of all members; approves policies, plans and elects the Board.

Board of Directors

Includes the President, Vice Presidents, Secretary-General and elected members; sets plans and supervises operations.

General Secretariat

Headed by the Secretary-General with assistants; responsible for executive management.

Chapter IV

Financial Resources

Article (9): Sources
  • Membership fees and annual subscriptions.

Article (10): Budget

The Secretary-General prepares the annual budget draft and submits it to the Board for approval.

Chapter V

Meetings

Article (11): General Assembly
  • Convenes annually in ordinary session.
  • May be called to extraordinary session when necessary.
Article (12): Board of Directors
  • Meets at least quarterly.
  • Decisions by majority vote.
Chapter VI

General Provisions

Article (13): Withdrawal

A member may withdraw after written notice; financial obligations remain due.

Article (14): Suspension/Cancellation

The Board may suspend or cancel membership for violations.

Article (15): Amendments

Amendments require a two-thirds majority of the General Assembly.

⚖️ Immunities & Privileges

Articles governing legal personality, financial immunity and diplomatic facilities within the AEUC framework.

Art (1)

Legal Personality

The Federation has independent legal personality with full capacity to operate, contract and litigate.

Art (2)

Immunity from Legal Procedures

  • Federation premises enjoy immunity from search, seizure or confiscation except with AEUC Secretariat approval.
  • Litigation against the Federation is only as per its Constitution or Arab arbitration rules.
Art (3)

Financial Immunity

  • Federation funds are immune from confiscation, freezing or administrative seizure.
  • Official activities are exempt from taxes and customs in member states.
Art (4)

Immunities for Representatives

  • Board, Secretariat and staff on official missions enjoy functional immunity.
  • No arrest or trial for opinions/actions performed in official capacity.
Art (5)

Diplomatic Facilities

  • Exemption of official correspondence and documents from censorship.
  • Facilitated entry/exit for meetings and conferences.
  • Facilitated residence procedures for Secretariat staff.
Art (6)

Umbrella of AEUC

The Federation enjoys all immunities and privileges granted to organizations under the Arab Economic Unity Council.
